Marcia Neblett was born in New York City. She studied at Cornell University and the Arts Students League of New York before receiving a Bachelor of Fine Arts degree from Purchase College, followed by a Master of Fine Arts degree at SUNY Stony Brook in Painting and Printmaking. At Stony Brook, Marcia studied painting under Howardina Pindell, and at Purchase, she studied woodcut under Master Printmaker Antonio Frasconi.
Her work has been exhibited in galleries and museums throughout the US and Asia including: the AIR Gallery, New York, NY; The Bronx Museum of the Arts, Bronx, NY; The Everson Museum of Art, Syracuse, NY; The Plains Art Museum, Fargo, ND, and the Muscarelle Museum of Art, Williamsburg, VA, The Lalit Kala Akademi, Chennai, India; The Nehru Center, Mumbai, India.

Marcia is a recipient of a number of grants and fellowships; among these are the Fulbright Grant, two MacDowell Fellowships; the Jerome Foundation Fellowship, the New York Foundation for the Arts (SOS Project Grant), and an Alden B. Dow Creativity Fellowship. Marcia's work has been exhibited internationally and published and reviewed in major newspapers and periodicals. Among them are: The New York Times, The Savannah Morning News, The Times of India and The Hindu.

Marcia lives in Savannah, Georgia and New York and is a Professor of Art at the Savannah College of Art and Design.
